UKRAINE, East – Germany announced the summit in Minsk after an ‘extensive’ phone call between all four leaders today. Germany said the leaders had agreed to a package of measures that would bring a ‘comprehensive end’ to the Ukraine conflict.

Russia says Ukraine talks ‘constructive’

RUSSIA, Moscow – Kremlin spokesman said talks lasting four hours between leaders of Russia, France and Germany were ‘constructive, informative and substantive’ and had ended with in both sides looking to draw up documents implementing the Minsk agreements. Moscow said there would be a phone call between France, Germany Russia and Ukraine on Sunday. France and Germany will put a peace plan before Kiev. More than 5,400 have been killed in the war between Kiev and rebels in Donetsk and Luhansk.

BRUSSELS – US defence secretary says there is a division within Nato between those in eastern Europe including Poland who fear Russia may attempt something similar to Ukraine, and those whose borders are closer to north Africa for whom there is a greater threat from Islamic terrorism.

Rebels call off peace talks as fighting continues in Debaltseve and Vuhlehirsk

BELARUS, Minsk – Rebel leaders of self proclaimed independent Donetsk and Luhansk are not present for today’s peace talks. The rebels have continued their offensive in eastern Ukraine targeting key strategic towns of Debaltseve and Vuhleshirsk. Water and electricity have been cut off with rebels surrounding government soldiers in the towns. 15 civilians have been reported killed in Donetsk, with Kiev losing 12 soldiers during fighting in the last 24 hours. Rebels say they have lost 13.

UKRAINE, East – Debaltseve links Donetsk to Luhansk. Russian backed rebels in both areas have declared their intention to be ‘self ruled’. The OSCE blamed the rebels for violence in another strategic town – Mariupol – earlier this week.

Russian peace plan for Ukraine is an occupation plan – US says

Samantha Power, US ambassador, told the Security Council that Russia had offered the olive branch with one hand whilst providing grad missiles and tanks to Ukranian separatists on the other. She said the new plan freed Russia of its obligations under the Minsk agreement. Russia denies this and urged a resumption of the Minsk peace talks.

Moscow says it is concerned about the situation in eastern Ukraine.
It says there’s an ‘absolute degradation in the southeast Ukraine’ after the President of Ukraine had rejected a Russia peace plan and decided to start ‘military actions all over again.’
Petro Poroshenko has vowed to take back all of the land seized by rebels in eastern Ukraine.
