The UN by Giant Savings” href=”#”>Security Council is meeting in emergency session to discuss the launch by North Korea of a long-range rocket.
A statement is expected to be issued within hours and western diplomats have said they would like this to be followed by a resolution in the coming days. However, the strength of any such resolution depends on China, which has expressed “regret” at North Korea’s action, but also urged restraint on any counter measures.
The Unha-3 rocket, launched at 09:49 local time (00:49 GMT), appears to have followed its planned trajectory, with stages falling in expected areas.
The news of the rocket launch was announced on state TV, with people in Pyongyang saying it gave them “great pride”
North Korea says a satellite has been placed in orbit; the US confirmed an object had been put into space.
US National Security Council spokesman, Tommy Vietor, said: “This action is yet another example of North Korea’s pattern of irresponsible behaviour. Given this current threat to regional security, the United States will strengthen and increase our close coordination with allies and partners.
“The international community must work in a concerted fashion to send North Korea a clear message that its violations of UN Security Council resolutions have consequences.”
The launch comes a week ahead of the South Korean presidential election and roughly a year after the death of North Korean leader Kim Jong-il, on 17 December 2011.
The three-stage rocket blasted off from a site on North Korea’s west coast.
“The launch of the second version of our Kwangmyongsong-3 [Unha-3] satellite from the Sohae Space Centre… on December 12 was successful,” state news agency KCNA said. “The satellite has entered the orbit as planned.”
The rocket had been scheduled to pass between the Korean peninsula and China, with a second stage coming down off the Philippines.
China’s Xinhua news agency published a commentary a few hours after the launch and defended North Korea’s “right to conduct peaceful exploration” of outer space.

China’s economy has slowed for a seventh quarter as problems in Europe and the US hurt demand for its goods. The annual rate of growth was 7.4% in the third quarter, down from 7.6% in the previous three months.
China’s growth over the past few years has been led by the success of its export and manufacturing sector, as well as by a credit-fuelled investment boom directed by the government. However, China also released other key economic indicators alongside its gross domestic product (GDP) data, which indicate that things may be starting to pick up again.
China’s industrial production rose by a more-than-expected 9.2% in September from a year earlier. That was up from 8.9% growth in August.
Retail sales, meanwhile, during the same month were 14.2% higher than a year earlier, signalling that domestic consumption was growing.
China has announced various stimulus measures in recent months aimed at boosting domestic consumption and sustaining growth.
It has cut interest rates twice since June to reduce the burden on businesses and other borrowers.
Beijing has also approved infrastructure projects worth more than $150bn (ยฃ94bn), aimed at spurring a fresh wave of economic development.

China and India are to resume joint military exercises that were halted in 2008.
The first military exercise was held in Kunming, China in 2007, and the second in Belgaum in India in 2008. However,ย a third session in China was postponed following a deterioration in relations, including over China’s refusal to offer a visa to a senior army officer stationed in Kashmir, the scene of one of the border disputes between the two developing nations.
Whether the resumption of these exercises will solve the long-running disputes between the two is unlikely.
India isย unhappy with Chinaโs infrastructure development in Kashmir, which she calls Pakistan-controlled Kashmir.ย The projects, which include road building,ย worries India because she fears they could be put to military use, facilitating the movement of troops to the border with India.
India has also challenged Chinaโs control of tens of thousands of square kilometers of land bordering its state of Jammu and Kashmir since 1962, when the two countries fought a border war, which Beijing won.
Indiaย also claims thatย China is illegally administering around 5,200 kilometers of land that Islamabad ceded to Beijing as part of a 1963 border agreement.
New Delhi, which claims sovereignty over the whole of Kashmir, has refused to recognize that agreement. However, thisย border agreement is not final, as it allows room for renegotiating the border โafter the settlement of the Kashmir dispute between Pakistan and India.โ
Otherย disputes include the Indian state of Arunachal Pradesh, which China claims as its own, referring to it as south Tibet.

America will seek to station around 60 percent of her naval warships in Asia within eight years. Leon Panetta, US Defence Secretary, said the increased presence in the Asia-Pacific region would not be affected by budget problems and cutbacks, since the Defense Department had enough money in its five-year budget plan. This is the first admission by a senior American official of a shift towards Asia and how the US intends to meet the challenge offered by the rise of nations in that region such as China.
Speaking at the annual Shangri-La Dialogue conference in, Panetta said: “It will take years for these concepts, and many of the investments we are making, to be fully realized. But make no mistake, in a steady, deliberate and sustainable way, the United States military is rebalancing and brings enhanced capabilities to this vital region.”
Panetta who is on a nine-day trip across Asia, with planned stops in Vietnam and India, said the U.S. would expect to deploy more enhanced and high-tech submarines and fighter aircraft, along with new electronic warfare and communications systems.
Panetta said a key area of dispute was the South China Sea, which China claims almost entirely as its own. However Taiwan, Vietnam, Malaysia, Singapore, Brunei and the Philippines also have territorial claims there.
Panetta did not criticise China’s role in this dispute.
