UK, London – Europe made a ‘catastrophic misreading of the mood in the Kremlin’ in the run up to the crisis in Ukraine – the House of Lords EU committee said. Europe, it said, had not appreciated the degree of hostility in Russia to its plans for Ukraine to join the EU. It blamed a lack of serious analysis for the resulting response.
